Function: Opens a dialog to choose an existing folder.
Notes:
May not show an dialog on some System 7 installations. (Uses NavigationLib).
Why?
Because the plugin for the SelectFolder function in RB 4.5 is 300 KB big and this replacement plugin is only 4 KB big.
